Project Update to PCTPA

On May 23, 2018, CCJPA met with the Placer County Transportation Planning Agency (PCTPA) Board to provide an update on the Sacramento to Roseville Third Track Project. Phase 1 is anticipated to increase service to Placer County. The project update can be viewed here.

Phase I Design Kick-Off Meeting

The Sacramento to Roseville Third Track Project has reached an exciting milestone! On Tuesday, February 13, 2018, the Capitol Corridor and the engineering firm, TranSystems, met to kick off the design stage of Phase I of the project, which will ultimately add two more round trips between Sacramento and Roseville.

Phase I of the Sacramento to Roseville project will cost just under $90M and will take approximately 4-5 years, with the first two years being dedicated to the design phase, followed by 2-3 years of construction.

We are thrilled to be working with TranSystems to bring this vital expansion project closer to reality.

CCJPA Board Approves Project & Certifies Final EIR

On Wednesday, November 18 the CCJPA Board of Directors reached a significant milestone for the Sacramento to Roseville Third Track Project. The Board certified the Final Environmental Impact Report (EIR) and approved the project. This Record of Decision brings the Capitol Corridor and their partner agencies one step closer to seeing increased service between Sacramento and Roseville. The next step for CCJPA is to finalize the Environmental Assessment (EA) for approval by the Federal Railroad Administration (FRA).

Notice of Availability of Final Environmental Impact Report (EIR)

On Wednesday, November 4, 2015, CCJPA ― Lead Agency for the California Environmental Quality Act (CEQA) ― made the Final Environmental Impact Report (EIR)/Responses to Comments for its proposed Third Track Project available to the public. The Final EIR and other project documents may be viewed from the website under the Documents page. Interested parties may also review a copy of the final documents at various public counter locations. Click on the Public Involvement  page for more information.

Project Environmental Analysis Update

CCJPA – Lead Agency for the California Environmental Quality Act (CEQA) – released a Draft Environmental Impact Report (DEIR) for the project on July 24, 2015. The 50-day public review period closed at 5:00 p.m. on September 10, 2015.

The project team is currently addressing all public comments received during circulation of the DEIR and incorporating it into the Final EIR. On November 18, 2015, CCJPA will take the Final EIR to its Board for approval at Suisun City Hall. In addition, the Federal Railroad Administration (FRA) – Federal Lead Agency for the National Environmental Policy Act (NEPA) – anticipates releasing an Environmental Assessment (EA) in fall 2015 under a separate environmental review from the EIR.

DEIR to be Released Friday, July 24, 2015!

On Friday, July 24, 2015, CCJPA – Lead Agency for the California Environmental Quality Act (CEQA) – is releasing the project’s DEIR for a 50-day public review period. The Federal Railroad Administration (FRA) – Federal Lead Agency for the National Environmental Policy Act (NEPA) – anticipates releasing an Environmental Assessment (EA) in late summer/early fall 2015 under a separate environmental review from the EIR.

To broaden participation, CCJPA is hosting two public meetings and a convenient online meeting. Participants will be able to review information about the DEIR, design features and tentative project completion schedule. Comments and suggestions are invited from all interested parties from July 24 through 5:00 p.m. September 10, 2015 and may be submitted at the public meetings, online, or by mail. Draft EIR/EA Coming Soon!

Over the past year, CCJPA has been engaging in the project’s environmental technical analysis and studies. CCJPA, in partnership with Federal Railroad Administration are nearing completion of the project’s Draft Environmental Impact Report/Environmental Assessment (EIR/EA) and will be ready to circulate it for public review and comment later this summer.

Public meetings in both Sacramento and Roseville will then be held to provide the public with an update on the project and receive input on the Draft EIR/EA. The meetings will include maps, graphics and technical studies supporting the Draft EIR/EA. A Court Reporter will be present to record all public comments. The informal meetings will allow attendees to arrive at any time.

Upcoming Project Meetings

Over the past several months the project team has continued to engage in the project’s environmental technical analysis and studies. After the first of the year, CCJPA will host a combined Stakeholder Advisory Committee meeting that includes both Placer County and the Sacramento County committee members to provide a project update. All updated project information will continue to be posted online and distributed electronically to our vast contact list. Any future meetings will be promoted via the website, emails and mailed invitations. Make sure to check back soon for further details on the upcoming events.

CCJPA officially launches project’s environmental process

In July 2014, the Capitol Corridor Joint Powers Authority (CCJPA) officially launched the environmental process for the proposed Third Track Project, with a formal Notice of Preparation (NOP) of the Environmental Impact Report/ Environmental Assessment (EIR/EA). Comments and suggestions on the scope and content of the EIR/EA were invited from all interested parties for a period of 30 days. To broaden its reach of participation amongst the long corridor, CCJPA hosted various forms of public scoping meetings.
