Welcome to the Sacramento to Roseville Third Track Project website. The Capitol Corridor Joint Powers Authority (CCJPA), in partnership with Union Pacific Railroad Company (UPRR), the cities of Sacramento and Roseville and Placer County Transportation Planning Agency (PCTPA), worked collaboratively to identify a feasible third track alignment between Sacramento and Roseville in order to expand service to 10 round trips per day. The Final Environmental Impact Report (EIR) was certified in 2015. Final design of Phase 1 is underway. Phase 1 of the project will add a third track at the east end of the alignment near Roseville.

In December 1991, the Capitol Corridor intercity passenger rail service began between Sacramento and Oakland and later expanded down to San Jose. By 1998, CCJPA took over management responsibility for the Capitol Corridor service. CCJPA contracts with Amtrak to provide passenger rail services and associated bus feeder services. The CCJPA trains travel on privately-owned UPRR tracks.
Since the CCJPA was established, it has expanded into the second busiest state-supported route in the nation. Thirty (30) trains operate daily over 170 miles of track between San Jose and Sacramento with additional service to Auburn. Capitol Corridor service passenger ridership has grown from 463,000 in 1998 to 1,777,136 in 2019.
CCJPA, known as the Capitol Corridor Joint Powers Authority, is a partnership among six transit agencies and two metropolitan planning organizations that share administration and management of the 170 mile Capitol Corridor. CCJPA is governed by a Board of Directors comprised of 16 elected officials. The San Francisco Bay Area Rapid Transit District (BART) provides day-to-day management support to CCJPA. Capitol Corridor services are developed with input from our riders, private and public sector stakeholders, along with the partners who help deliver the Capitol Corridor service – Amtrak, UPRR, Caltrans and the various agencies and communities that make up the Capitol Corridor.
