Final Supplemental Environmental Impact Report

The Capitol Corridor Joint Powers Authority (CCJPA), as California Environmental Quality Act (CEQA) Lead Agency, has prepared a Final Supplemental Environmental Impact Report (SEIR) for the Sacramento to Roseville Third Main Track (Project or SR3T Project).  Section 15088 of the State CEQA Guidelines requires that the Lead Agency responsible for the preparation of an EIR evaluate comments on environmental issues and prepare written response addressing each of the comments. The intent of the Final EIR is to provide a forum to address comments pertaining to the information and analysis contained within the Draft EIR, and to provide an opportunity for clarifications, corrections, or revisions to the Draft EIR as needed and as appropriate. In accordance with State CEQA Guidelines section 15132, the Final SEIR for the revised Project consists of:

i) the Draft SEIR and subsequent revisions;

ii) comments received on the Draft SEIR;

iii) a list of the persons, organizations, and public agencies commenting on the Draft SEIR; and

iv) written responses to significant environmental issues raised during the public review and comment period and related supporting materials.

State CEQA Guidelines Section 21092.5(a) requires that written responses to the comments submitted by public agencies be provided to those agencies at least 10 days prior to certification of the Final EIR. This requirement can be satisfied by providing a copy of the Final EIR that includes the responses to public agency comments on the Draft EIR. The CCJPA Board is anticipated to consider certification of the Final SEIR at the February 21, 2024 CCJPA Board hearing. Draft Supplemental Environmental Impact Report

Pursuant to the California Environmental Quality Act (CEQA), the Capitol Corridor Joint Powers Authority (CCJPA), has prepared a Draft Supplemental Environmental Impact Report (SEIR) for the Sacramento to Roseville Third Main Track (Project or SR3T Project). The Final EIR for the SR3T Project was certified on Nov. 18, 2015. Subsequent to that original CEQA certification, CCJPA is seeking to accommodate changes in project design associated with the SR3T Project. The SR3T Project SEIR covers two project components:

• Railroad Bridge Crossings: Supplemental analysis for railroad bridge crossings at two locations across Business I-80 to accommodate changes in project design. This includes the replacement and realignment to the existing Elvas Underpass (Caltrans Bridge 24-0031) and the existing B Street Underpass (Caltrans Bridge 24-0023).

• Passenger Train Layover Facility: The original SR3T EIR contemplated a passenger train layover facility adjacent to Old Town Roseville, located along the west leg of the Union Pacific (UP) wye track connecting the UP Roseville Subdivision with the UP Valley Subdivision. Subsequent to certification of the Final EIR for the SR3T Project, a revised location of the proposed passenger train layover facility was identified adjacent to the UP Roseville Subdivision, east of the originally proposed location, with the majority of the revised layover facility located between Tiger Way and Galleria Boulevard.

The public review and comment period for the Draft SEIR is Oct. 27, 2023, to Dec. 11, 2023. Capitol Corridor Awarded $42.51 million from the Federal Railroad Administration

Consolidated Rail Infrastructure and Safety Improvements Grant will support Sacramento to Roseville Third Track Project (SR3T)

Oakland, CA, September 25, 2023 – The Federal Railroad Administration (FRA) announced it has awarded $42.51 million to the Capitol Corridor Joint Powers Authority (CCJPA) through the Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program, to complete Phase 1 of its Sacramento to Roseville Third Track Project (SR3T). Once completed, two additional roundtrips will be added between Sacramento and Roseville.  

“This is a significant grant. It’s the first federal funding awarded to CCJPA under the new Infrastructure Investment and Jobs Act and the first federal investment in our service since 2009,” said Capitol Corridor Managing Director Robert Padgette. “These investments will provide better connections, reliability, and safety for more people throughout the region.” 

CCJPA is actively pursuing other state and federal support for rail enhancement projects along the Capitol Corridor’s 170-mile corridor from Auburn to San Jose. The CRISI award will close the remaining funding gap, enabling the completion of the Phase 1 project. The state of California will provide a 71.9 percent non-federal match. This is one of the twelve Northern California Megaregional projects supported by the Metropolitan Planning Organization of Sacramento Area Council of Governments (SACOG), Metropolitan Transportation Commission (MTC), and San Joaquin Council of Governments (SJCOG).

2023 Supplemental Environmental Impact Report

Capitol Corridor Joint Powers Authority (CCJPA), as California Environmental Quality Act (CEQA) Lead Agency, will prepare a Supplemental Environmental Impact Report (SEIR) for the Sacramento to Roseville Third Main Track (Project or SR3T Project). CCJPA, as the Project proponent and CEQA Lead Agency for the Project, has determined that an SEIR must be prepared for the Project prior to making any final decision regarding whether to approve the Project, in accordance with CEQA.

The Final EIR for the SR3T Project was certified on November 18, 2015. This supplement to the certified EIR will contain only the information necessary to make the previously certified EIR adequate for the Project as revised, would be given the same notice and public review as was given to the original draft EIR as per 14 CCR § 15087. Subsequent to that original CEQA certification, CCJPA is seeking to accommodate changes in project design associated with the SR3T Project. The SR3T Project SEIR would cover two project components:

Elvas Railroad Bridge Crossings: Supplemental analysis for up to three railroad bridge crossings across SR-51 to accommodate changes in project design associated with the SR-51 and SR3T Project.Passenger Train Layover Facility: The original SR3T EIR contemplated a passenger train layover facility adjacent to Old Town Roseville, located along the west leg of the Union Pacific (UP) wye track connecting the UP Roseville Subdivision with the UP Valley Subdivision. Field Investigations and Initial Design Submittals Completed

Geotechnical investigations and materials testing/disposal of geotechnical boring drill spoils have all been completed. 88 borings ranging from 10’ to 100’ deep were drilled along the 10-mile long corridor. Geotechnical recommendations for trackwork, sitework, and structures are under development.

Ground survey, supplementing aerial survey mapping, was completed.

The CCJPA/TranSystems team have continued ongoing coordination with project partners: Union Pacific Railroad, the City of Roseville, Placer County Transportation Planning Agency, Amtrak, and others. Preliminary designs have been developed and refined. The Union Pacific Railroad Dry Creek Bridge concept submittal and the 25% design submittal packages have been completed.

Field Investigations Underway

Field investigations for the Sacramento to Roseville Third Track Project – Phase 1 have been underway. Under TranSystems’ final engineering design contract, ground surveying is being done to supplement the aerial survey that was previously flown. Geotechnical investigation work has also been proceeding along the approximately 10 mile-long corridor between around Watt Avenue in Sacramento County and East Roseville Parkway in Roseville. These field investigations support the engineering design work that will reach the 25% complete level in early 2019.

10% Design Completed

As the design work for the Sacramento to Roseville Third Track Phase 1 starts up, the CCJPA/TranSystems team have had initial meetings with various stakeholders: Union Pacific Railroad (UP), the City of Roseville, and Amtrak, in order to discuss the project, collect data, and start early coordination about facilities needs and layout. Initial outreach to utility companies that may have facilities within the bounds of the project have been contacted, in order that they may provide information on their existing facilities.

In early July, a 10% design submittal package was submitted for CCJPA and UP review. Once approved, the 10% submittal will become the basis for development of the 25% design submittal.
